In the 1990s the world has become filled with mystery and Sherlock Holmes is used as an icon. Those with a mindset similar to his or other fictional detectives prosper in deduction. The Tokyo Metropolitan Police have become accustomed to their aid, whilst the Ekoda Police Department is busy dealing with the return of the illusionist thief Kaito Kid. Baker Street Irregulars are also often seen in Japan using the name "Detective Boys" and often aid the police in cases. While mundane citizens have become accustomed to criminal activity and murder cases, others have continued to enjoy everyday living.
But lurking within the shadows of Japan is something that poses as a global threat. The Black Organization, a pharmaceutical company, has been researching immortality, the ability to "raise the dead," and the ability to cause untraceable deaths. Other Black Organization facilities engage in business type affairs from murder, robberies, to blackmail. With their use of alcoholic beverages for codenames and requirement for absolute secrecy, the world has been unaware of their existence for decades.
That is until now. The FBI and CIA have gathered information about the syndicate and have traveled to Japan in order to infiltrate and destroy them from the inside. With both agencies holding personal grudges against each other, they've managed to come to an agreement to cooperate for this particular case. But with the unknown status of the syndicates' boss and its members, the only one you should trust is yourself.
